It is a beautiful building located in Plaza Sucre in Valencia City, it has been recently restored and at present time is the seat of regional government. It was built between 1768 and 1874 as a convent of the Congregation of the Discalced Carmelites, it also served as a school for youth people.

In the old chapel is preserved the work of the artist Arturo Michelena, "Bolivar en Carabobo", which is also known as "Bolivar a Caballo" (Bolivar on horseback), which represents Simón Bolívar mounted on his mare named "Paloma" in front of the "Morro de San Diego".

It offers to the public guided tours, in which the story of the palace is told and books that were published by the Government of the State of Carabobo are delivered, those books contain pictures and information specific to the history of the Capitol of Valencia.
